The politicians of the day stated only those properties would be paying the levy because more citizens would be using public transit thereby allowing a less inhibited flow of commercial traffic. We know that concept was short lived and of course it was ignored by MSM. The Province continues to call the shots with its deliberately hindered administrative structure.
