Casino Royale Rewind: Who Was The Other Bidder?

Bob Mackin, in 24 Hours, is reporting that Campbell government-controlled PavCo's call for proposals to build the Casino Industrial Complex in the publically-owned parking lot next to BC Place Stadium led to only two responses.

We know that one of those bids, from Paragon Gaming Inc., a Las Vegas-based company in which Campbell government insider T. Richard Turner is a Director with a financial interest, was the winner.

So......

Who was the other bidder?

And.......

How was the winner chosen?

And....

Who, exactly, made that decision?

And....

When, precisely, was that decision made?

Why does the timing matter?..... Well, it is important to understand that, according to a report from Sean Holman in Public Eye, Paragon Gaming Inc. got together with a yet-to-be-identified numbered company and bought the then financially-troubled Edgewater Casino way back in the fall of 2006 which was just months after the very fine public servant, Mr. Turner, stepped down as the Chairperson of the BC Lottery Commission in late 2005.
