Based on my reading of the paper...It's digitally scraping through your activity (and the activity of accounts/folks you have interacted with) and presenting you with a collection of tweets that will best 'engage' you to keep you on the platform...The idea is to 'amplify' your experience above that which you would get in the pre-amplification days (i.e. before 2016) when all you would see are the tweets of folks you follow in reverse chronological order...
