Nevermind The Pro-D Day Bollocks...Read Section 32.

Because all of this professional development of teachers blather is nothing but bamboozle-bait for the Keefs and their ilk.

The real crux of the thing is the following, from section 32 of Bill 11:

168.03
  (1) The minister may, by order, issue an administrative directive to a board if the minister believes
(a) the board is failing or has failed to meet its obligations under the Act, or
(b) it is in the public interest to do so.
(2) A board that is subject to an administrative directive under subsection (1) may exercise its powers under this or any other Act only in accordance with the terms and conditions of the administrative directive.
(3) During the period of time that a board is subject to an administrative directive, the board may be exempted from the application of any or all of the following:
(a) a regulation of the Lieutenant Governor in Council under this Act, by order of the Lieutenant Governor in Council;
(b) a regulation of the minister, by order of the minister;
(c) a ministerial order, by the administrative directive.
(4) Failure of a board to comply with an administrative directive under subsection (1) is grounds for the appointment of an official trustee.



In other words, if elected school boards don't do what they are told they will be taken over.

It's that simple.

And that autocratic.

And that anti-democratic.

Because, like trains and trillion dollar sparkle ponies, the schools must run on time.

Or some such codswallop.

Pavco,corporal punishment,no seismic upgrades,promise keepers, increased tax money for profit and religious schools,yeah this is the guy who should be telling school districts what to do. Trot him out to gin up hate of teachers anytime crusty is in trouble. I'm going for a walk and hope my blood pressure goes back down.Ross, all I can say is SHEESH!

When I was contracting services to the NVSB the entire board was dismissed in 1996 if I recall correctly.

I think the board refused to cut services to balance the budget as at the time they were in deficit.

And that was done by the first-to-be-second provincial government.

My statement was not an argument for equivalency or a comparison of one to the other.

In the mid 90’s a local school board was dismissed in its entirety for failing to cooperate with a government directive which was to balance a budget.

“168.03 (1) The minister may, by order, issue an administrative directive to a board if the minister believes
(a) the board is failing or has failed to meet its obligations under the Act,…(snip)”

Seems to be pretty straight forward language although I can see a lot of arguing in front of the bench about the word “obligations”

“ (4) Failure of a board to comply with an administrative directive under subsection (1) is grounds for the appointment of an official trustee.”

This is what happened in NVSB. The board was dismissed and a trustee was appointed. The name Don Bell comes to mind but I don’t think that is correct. I can ask some of the retired administrators who remain clients if it is important enough.
